ตั้งแต่รัฐประหารพม่า 1 ก.พ. 64 ถึงวันนี้มีผู้พลัดถิ่นภายในประเทศพม่าเพิ่มขึ้นร่วม 7 แสนคนรวมกับที่พลัดถิ่นอยู่แต่เดิมแล้วเป็นจำนวนเกินล้าน ในจำนวนนี้ กว่าแสนคือชาวกะเหรี่ยง อีกกว่าแสนคือชาวกะเรนนีในรัฐชาติพันธุ์ติดชายแดนไทย1
แต่จะนับจำนวน IDPs จริง ๆ ได้อย่างไรในเมื่อคนคนเดียวกัน บางครั้งก็หนีจากการเป็น IDPs มาเป็นผู้ลี้ภัยในไทย บางทีผู้ลี้ภัยก็ถูกผลักดันกลับจากไทย ไปเป็น IDPs เมื่อจำนวน IDPs ลด จำนวนผู้ลี้ภัยก็เพิ่ม จำนวนผู้ลี้ภัยลด จำนวน IDPs ก็เพิ่ม เพราะในหลาย ๆ ครั้ง ผู้ลี้ภัยกับ IDPs ก็คือ คนเดียวกัน
แล้วจะนับตัวเลขผู้ลี้ภัยสงครามได้อย่างไร ในเมื่อจำนวนที่ผู้นำชุมชนนับ กับจำนวนที่เจ้าหน้าที่รัฐนับ มักต่างกันเสมอ จำนวนที่นับได้จริง กับจำนวนที่เปิดเผยต่อสาธารณะ บางทีก็ต่างกันอีก จะเอาจำนวนคนลี้ภัยทุกครั้ง มาบวกกันให้ได้ตัวเลขรวมก็ไม่ได้ เพราะผู้ลี้ภัยคนหนึ่ง อาจเพิ่งมาใหม่ หรือเป็นคนเดิมกับที่เพิ่งถูกผลักกลับไปเมื่อสามวันก่อน
แล้วจะนับผู้ลี้ภัยการเมืองได้อย่างไร ในเมื่อส่วนหนึ่งก็หนีภัยสงครามมาพร้อมกับชาวบ้านชายแดน ส่วนหนึ่งก็หนีเข้ามาพร้อมกับคนที่จะมาทำงาน หรือเมื่อมาอยู่แล้ว รอความช่วยเหลือไม่ไหว ก็ต้องออกไปทำงาน ผู้ลี้ภัยทางการเมืองกับผู้ลี้ภัยสงคราม อาจเป็นคนคนเดียวกัน ผู้ลี้ภัยทางการเมืองกับแรงงานข้ามชาติ ก็อาจเป็นคนเดียวกัน ผู้ลี้ภัยทางการเมืองกับ IDPs ก็อาจเป็นคนเดียวกัน
เราไม่รู้หรอกว่า หลังเหตุการณ์รัฐประหาร 1 ก.พ. 64 จริง ๆ แล้ว มีผู้ลี้ภัยสงคราม ผู้ลี้ภัยทางการเมือง และผู้พลัดถิ่นในประเทศอยู่เท่าไรเพราะตราบใดที่ยังไม่ได้รับการคุ้มครองพวกเขาก็จำเป็นต้องพยายามขยับเขยื้อนสถานะของตน เลื่อนไหลไปมาเสมอ
แต่ที่แน่ ๆ เรารู้ว่า พวกเขาคือเพื่อนข้างบ้านที่ต้องการจะมีชีวิตอยู่อย่างสมศักดิ์ศรีความเป็นมนุษย์ซึ่งเราในฐานะเพื่อน และมนุษย์คนหนึ่งพึงจะช่วยเหลือ เกื้อกูล กันและกันได้
เพื่อนไร้พรมแดน
Since Feb the 1st 2021 coup, there have been over 700,000 more IDPs in Burma. Combining with the existing IDPs since before the coup, the number has reached a million.2
But how can we count the correct number of IDPs? How can we, when sometimes a person run from being an IDP to be a refugee in Thailand, and sometimes a refugee is pushed back from Thailand to be an IDP again. When the number of IDPs reduces, the number of refugees increases. When the number of refugees decreases, the number of IDPs is added up. More than often, refugees and IDPs are the very same group of people.
How can we count the number of war refugees correctly? How can we, when the number that is counted by a community leader is often different from the one by authorities? How, when the number counted from the field and the publicized number are also often different? The number of refugees in all sites of all rounds of influxes cannot be combined to make the total one either, since a refugee we meet today might be a completely new arrival or the same person pushed back three days ago.
How can we count the number of political refugees? How can we, when a big group of them fled war together with villagers from border communities, and another big group came with migrants who aimed to seek jobs? Some political refugees also turn to find jobs as they can no longer wait for assistance and resettlement process. A political refugee, a war refugee, a migrant worker and an IDP could be the very same person.
We will never know how many exactly there are war refugees, political refugees and IDPs after the coup. As long as people are not properly protected, they will try to move to another status in order to get protection they deserve.
Yet we know exactly for sure that they are our friends next door who only want to live a life with dignity, and that we, as humans and their friends, shall do whatever we can to care and protect.
